Action Plan of JMN for Jan Mitra Gaon (People's
friendly Village )
This plan of action is based on the decision taken
jointly by JMN & CRY to concentrate on only three intervention
areas such as Baguanala, Shivrampur and Belwa. These areas are selected
by JMN to make model villages and slum for child rights. Other than
model building, JMN will focus on mobilizing Boonkars (Weavers),
Dastakar (Artisans), Mushars and Nauuts in Varanasi district for the
protection, promotion and fulfillment of their livelihood rights and
Human Rights in general and Child Rights in particular.
Specific objectives of the project:
The specific objectives of the
project are to build up two villages and one urban slum as models for
child rights through taking up the following specific activities:
Right to Survival:
· Ensuring 100% immunization of children and pregnant women.
· Activation of all SCs and PHCs.
· Ensuring the regular health check ups of the people.
· Ensuring active participation of Panchayat Health
Committees.
· Ensuring the citizenship & identity of each
& every individual focusing on Dalits and marginalized.
Right to Development:
· Ensuring all children to access the
pre-primary, primary and middle schools of the government.
· Ensuring quality education to all children.
· Ensuring 100% enrollment, retention in educational
institutions available now and beyond.
· Activation of complete activation of VECs.
· Mainstreaming of Physically Challenged Children.
Right to Protection:
· Ensuring land rights of Dalits and minorities.
· Ensuring protection of Human Rights of Dalits.
· Ensuring minimum wages of unorganized labour.
· Put an end to the bondage of children in particular and
their parents in general.
· Eviction of self proclaimed upper caste from GS land and
distribution of these among landless marginalised families.
· Suitable implementation of Land Ceiling Act and
distribution of surplus land among landless, especially Dalits.
· Ensuring ownership of looms to the weavers.
· Suitable implementation of government’s
employment schemes.
· Raise demand for Education for All and Work for All.
· Building awareness among the people of their rights and
duties.
· Sensitizing the Local Self Government and demand their
participation in the struggle toward establishment of CR.
· Ensuring 100% elimination of child labour in these village
and slum.
· Building people’s campaign against Injustice
& exploitation.
· Ensuring maximum attendance of people and participation of
people in Gram Sabha meetings as stipulated in the Panchayati Raj Act.
Right to Participation:
· Ensuring participation of the children in decision making
process in the village
· Encouraging children to build children’s
parliament.
· Mobilizing youths in all campaigns against injustice.

street play, nuked natak, etc.b. A Trade Union of Agricultural
labourers, a union of weavers and a union of domestic worker will be
formed to launch organized and sustained campaign for minimum wages. c.
Four documents will be prepared on the status of minimum wages in
agricultural sector, brick kilns, weaving and domestic work. These
documents will have information about how many male, female and
children are working in these sector what is the wage there are getting. |
a. Panchayat members will be sensitized
about the status of minimum wages given to labourers and what labourers
should be paid as per the Government rules.b. In the Gram Sabha
meeting, all the affected labour class will demand for minimum wages.
Accordingly, a resolution will be passed in each Gram Sabha demanding
minimum wages of all labour class in the locality.c. Organizing a
public hearing on minimum wages where officials of Labour department,
Textile Department and officials from the district administration will
be invited. In public hearing, status paper on minimum wages will be
presented and labourers will be encouraged to give testimony of the
real situation of the locality. d. Local media will be fed with the
stories of update about the demand of minimum wages in weaving, brick
kilns, agricultural labour and other daily wage services. |
a. Networking with State Alliance ( VOP),
LAM National Alliance ( NAFRE) and other like minded organization to
raise the matter at the state level and national level through dharna,
rally, fasting, Mashal Michil, media advocacy, getting question raised
in the State Assembly and Parliament,etc. |
| Implementation of Land
Ceiling Act, Possession on GS land by landless families. |
Children will organize cultural show on the
illegal possession of GS land by the powerful landholders |
a. A comprehensive document on landless
families and their social position, status of their children, source of
livelihood, total land and nature of land in village owned by families
legally and illegally (ceiling surplus, Benami land and absentee land,
forceful Kabja, etc) status of the implementation of Land Ceiling Act,
total GS land, whether GS land has been forcefully occupied by
powerful, remaining GS land left, etc. This document to be prepared
through social auditing,b. Community will create demand for the
implementation of the Land Ceiling Act in its letter and spirit and
eviction of rich people from the illegal possession of GS land. c. This
issue to be raised in Gram Sabha meetings and all efforts will be taken
to influence Gram Sabha to pass resolutions demanding identification of
ceiling surplus land, Benami land and land of absentee landlords and
distribution of these lands to landless who are from Dalit communities,
especially Mushars and Nauuts.C. Community will be mobilized to raise
demand for the immediate dispossession of GS land by the rich and the
upper caste people.d. An organization of landless families will be
created in all villages of the operational area of JMN to demand for
land to each landless family, especially to Dalits (among Dalit who are
poorest of the poor Mushars, Nauuts, etc)e. This organization should
motivate landless people to occupy GS land and start cultivation
collectively. |
a. Pro-active members of Panchayats will be
involved in the campaign of vacating GS land illegally possessed by the
rich and the upper caste people.b. The document will be submitted to
the Taluka and District Revenue Officials demanding immediate action
from their part to vacate the GS land from the rich and distribution
among landless families.c. This document will be circulated among media
fraternity to get coverage on the illegal possession of GS land by the
power holders and non-implementation of the Land Ceiling Act. |
a. Collaboration with VOP ,LAM and NAFRE
and other like minded organizations and network which are working on
the similar issue in the campaign for Land rights of the marginalized;
and the suitable implementation of the Land Ceiling Act, eviction of
powerful people from the GS land and distribution of such land to
landless families to influence the state government.b. Forcing the
state Government to legalise the GS land occupied by the landless poor
families through the sustained campaign in collaboration with VOP,
NAFRE other like-minded organizations.C. Public gatherings at the
office of Tehasildar, District Magistrate, Commissioner office, media
advocacy, lobbying with pro-people MLAs and MPs, Lawyers, bureaucrats
and intellectuals, etc. |
| Raising Demand for Right to
Work as a Fundamental Right.Raising demand for the proper
implementations of employment guarantee schemes of the government. |
Members of Bal Sansad will be informed
about the link of Right to Education as Fundamental Right with making
Right to Work also a Fundamental Rights. Perspective of Bal Sansad
members will be built up on why the Right to Work should be a
Fundamental Right in the Indian context to promote, protect and fulfill
child rights. Bal Sansad will, in turn, will inculcate this perspective
among all children to involve them in this campaign. Besides, Bal
Sansad Member will be informed about the various employment guarantee
schemes of the Governmentand their positive and shortcomings. They will
further inform other children. Children, in turn, will inform their
parents about the various schemes. This is how information will be
disseminated to all segments of the population. |
a. Team members of JMN will constantly
involve community members into discussions about the necessity of
linking Right to Education as Fundamental Right with making Right to
Work as also a Fundamental Right.b. Team member of JMN will be
regularly collecting and disseminating information about the various
employment schemes to people to create community awareness.c. Along
with awareness creation through meetings community will be encouraged
to participate in all Gram Sabha meetings where Gram Pradhan is
supposed to declare programme schedule of the implementation of all
schemes.c. Social audit system to be introduced in all villages to weed
out malpractices from the various employments guarantee schemes of the

the campaign for ensuring job guarantee of all the poor and
marginalized in the villages and suitable implementation of all

up the issue of Right to Work as Fundamental Rights and proper
implementation of existing employment schemes of the government.. |

Traditional Weavers and Artisans to save them from onslaugust of
globalization. |
a. Bal Sansad members will inform children
of Traditional Weavers and Artisans how they are going to face hardship
because of the dwindling livelihood in weaving sector because of
globalisation.b. Bal Sansad members will motivate all these children to
join the movement for the livelihood guarantee of Traditional Weavers
and Artisans. |
a. JMN activists will start organizing and
mobilising all Traditional Weavers and Artisans in the Varanasi region
through dialogues, discussion and cultural show, etc.b. Boonkar and
Dastakar Adhikar Manch ( a forum of weavers and artisans) will set up
its local committees in all area inhabited by Weavers and Artisans.c.
Public hearings and public meeting will be organized in different
places to mobilize all the weavers and artisans to strengthen and
articulate the movement of weavers and artisans. c. Boonkar and
Dastakar Adhikar Manch will claim for the ownership of looms they are
working for years without any ownership, subsidy and adequate marketing
of Benarashi Saree.d. Boonkar Dastakar Adhikar Manch will expose the
nexus of Gaddidar and Master Weavers who are swallowing all the
benefits given through Cooperatives. Besides, Boonkar Dastakar Adhikar
Manch will strive to take control of cooperatives.e. Boonkar Dastakar
Adhikar Manch will educate weavers and artisans about the impending
danger in their traditional livelihood from globalization and WTO and
mobilize people for a larger movement.f. A convention and public
gathering and public hearing will be organized at Varanasi to
articulate the movement of Boonkar and Dastakar. This convention will
be organized to give boost up the ongoing movement. g. A study will be
conducted in some areas where weavers and artisans are living in
majority to know their plights in general and their children in
particular. |
a. Boonkar Dastakar Adhikar Manch will sit
in dharna in front of DM’s, office, residence of MP and MLA
to press for their demands.b. Case studies on the plight of Weavers and
Artisans, especially their children will be supplied to local media to
highlight the issue and to create public opinion.C. Cooperation of
Panchayat members in villages and member of Municipal Corporation will
be sought to get more momentum in the campaign. |
a. VOP, LAM NAFRE and other organizations
working on the same issue will be involved to raise the issue at the
state and national level.b. Networking will be done with the Unions of
weavers involved in organizing and mobilising weavers in South India,
especially at Kanchipuram and in Andhra Pradesh.c. Interface with MLAs
to raise the matter in the state assembly.d. Interface with the MPs who
are already supporting the movement of weavers in South India and other
MPs to raise the matter in Parliament to put up pressure on the Textile
Ministry and Commerce Ministry. The pressure to be mounted on Textile
Ministry for getting ownership of looms with adequate marketing support
and subsidized silk. |
| Sensitization of Community
and Children about Child Sexual Abuses (CSA) |
Members of Bal Sansad will be educated
through cultural programe, nuked natak how to react in case of any
incident of child sexual abuse. |
a. Mothers and adolescent girls will be
educated through regular meetings and dialogues and they will be told
how to address this if there is any such untoward incidents.b. Entire
community will be sensitized about the dangerous effects of CSA through
meetings, dialogues and cultural programme. |

through discussion, sharing of case studies of CSA and its effects o

| Protection of women rights
and ending of gender discrimination |
a. Firstly, the gender perspective of Bal
Sansad will be developed. The members of Bal Sansad will in turn
sensitize other children about the equal status of boys and girls
through cultural show nukad Natak, etc. |
a. The team members of JMN will regularly
visit all houses of the operational area during the year and will have
interpersonal dialogue to develop perspective on human dignity of both
male and female; and women will be told about their rights and how to
assert these rights.b. There will be a meeting in each village every
month where women will be informed about their legal rights. |
a. Women will be encouraged to attend in
the Gram Sabha meetings. Not only attendance, women will be encouraged
to speak out their rights in the open meetings of Gram Sabha b. Women
will pressurize panchayats to implement all women and child welfare
schemes without any malpractice. |

| Fight against Child Marriages |
a. Bal Sansad members will inform and
educate children about the ill effects of child marriage. b. Bal sansad
members will also inform children what legal recourses available to
stop child marriages. |
A.JMN will mobilize community leaders who
wholeheartedly oppose the child marriage in the operational area.b.
These leaders would be further engaged in dialogues and discussions to
chalk out a two-prong strategy: Preventive and Curative strategy. As
part of preventive approach reasons of child marriage and its relation
with patriarchal production relationship will be dissected to the
community leaders. As part of the curative approach, Community members
will be given legal literacy pertaining to the Child Marriage
Prohibition Act and where to report if the case of any child marriage
is about to happen in any family of the operational area or even
outside the operational area. c. These community leaders will further
inform all the community members about the ill effects of child
marriage and its bad impact on their child in future. |
a.JMN will initiate the issue of child
marriage in the open meetings of Gram Sabha in the village. And a
debate will be initiated between pro-anti child marriage groups in the
open meeting so that all sections of people exchange their
viewpoints.b. Community will influence all panchayats to pass
resolutions banning chid marriage in its respective jurisdiction.c.
Interface will be developed with local administration to keep up a
strong vigil to stop child marriages.d. Team members of JMN will keep
records of all child marriages and would supply to local media for the
wide coverage against child marriage. |

| Protection and promotion of
rights of Nauuts and Mushar |
a. Bal Sansad members will educate all
children of the other community to be very sensitive about their
brethren from Nat and Mushar Children. Children will be informed about
the contribution of Nats and Mushars towards the society. |
a. JMN will organize Mushar, Nauuts
community against their perennial economic exploitation social
discrimination, arbitrary arrest by police, etc.b. Special attention
will be given to the Immunisation of Mushar’s and
Nauut’s children. Anti-Natal care of pregnant women form
these community enrollment of their children in schools, free health
care services from the government, patta of land, inclusion of their
name in voter list, ration card, ensured income of adults, free from

organized at JMN’s office to build up the perspective about
civil, political, social, economic and cultural rights of Dalits and
what are mechanisms available to assert these rights. JMN activists and
Community leaders of Dalits will be participants in this session.b.

claim their rights and dignity as Human Beings.c. Dalits will be given
information about what are the laws, constitutional provisions,
